The main problem of Jakarta is social inequality that has led to the formation of the heterogeneous living space with sharp contrasting features of the urban environment. In the modern Jakarta a trend of construction of high buildings of the business centres along the highways has formed. On the territories framed by the highways, behind the office buildings' facades, there is a chaotic unregulated low-rise build-up, predominantly of low quality. We offer, using the current arrangement of high buildings, to keep on executing the business high build-up in the capital along the highways and to create inside the formed enclosed area a new living environment with essential social security services. As a result, a polycentric urban system will appear where every area will comprise a full set of the urban environment elements. The principle has been considered on the example of Segitiga Emas area.
The program of the capital citizens resettling outside the city limits will not solve the problem of overpopulation. The move to the other regions can lead to the break of the social relations, as well as to the emergence of social tension centers. New resources for the arrangement of normal living conditions for people, more precisely - a comfortable domicile, necessary social institutions, work places are necessary to create within the existing city boundaries, by redevelopment of the urban territories, at that considering a generation succession and an experience of the social demands formation.
A resettling of the densely populated territories should take place within a given area under reconstruction or by means of using the neighboring regions territories, and building high residential buildings on the clean space. Afterwards, on the released from the dense build-up places, one should develop the territory and erect new building and structures.
